The South Carolina Workforce Industry Needs Scholarship (SCWINS) is limited to South Carolina residents enrolled in critical workforce programs that lead to an industry recognized credential, certificate, diploma or degree. Funds can be used to cover the tuition costs of the program up to the maximum annual limit of $5,000. Scholarships will be awarded based on classroom and funding availability. Completion of a scholarship application does not guarantee admission into a program. Applicants may not be eligible for new funding if they did not successfully complete a previously funded program.

Qualifying students must:
- Be a South Carolina resident.
- NOT have defaulted on a student loan.
- Be enrolled in an eligible program
- Meet one of the following criteria:
- Be employed,
- Take a financial literacy course offered at the technical college, or
- Complete 100 hours of voluntary time contributing to a nonprofit or public service organization.
